Pakistan is the fifth-most vulnerable country to climate disasters. Older people and young children, who are the highest risk from extreme heat or the water- and mosquito-borne diseases which spread after a flood, face a disproportionate burden. This report documents the gaps in healthcare, emergency response and evacuation, and social protection, all of which fuels the uncounted deaths of older people and young children. To protect the right to life and health, other countries must stop extracting and burning fossil fuels, while Pakistan can strengthen its health sector by increasing spending and improving data collection to ensure more effective responses that include all groups, especially older people and children.
