This report examines the impact of austerity measures on the right to adequate housing in Finland. Amnesty International shows how systematic and wide-ranged austerity measures targeting social security, social services and support to produce affordable housing have halted Finland’s decades on exceptional success in reducing homelessness. In fact, homelessness in now on the rise for the first time in over a decade, as are other indicators of inadequate housing: evictions, housing cost overburden and the need for housing-related services. A growing number of people are experiencing precarious housing and yet the government is planning new austerity measures.
