In Mexico, the authorities seem equally unable to provide a coherent response at the institutional level aimed at uncovering the truth and ensuring justice and reparations for the more than 27,000 people who have disappeared. Amnesty International has documented shortcomings in the authorities’ efforts to search for the disappeared and their failure to carry out effective investigations that result in victims being identified and those responsible punished. In this report, Amnesty International examines the enforced disappearance of 43 students from Ayotzinapa and the crisis of disappearances in Ciudad Cuauhtémoc in the State of Chihuahua.
