Between June 1991 and February 1993, at least 11 gay men were killed in the locality of Tuxtla Gutierrez, Chiapas state. Evidence gathered by gay and lesbian groups indicated a pattern of violence directed at the gay community in the area. A further four killings appear to conform to this violent pattern, although this has not been acknowledged by the authorities. Although they are not the only targets of this type of violence in Mexico, gays, lesbians, transvestites and transsexuals are often targeted solely because of their sexual orientation. AI is extremely concerned about the lack of progress in the investigations into these killings and about the irregularities which have characterized them from the outset. AI is urging the authorities to appoint a new special prosecutor to continue investigations promptly and impartially; to bring to justice those responsible for these killings; to investigate thoroughly allegations of torture made by some people allegedly wrongfully accused of the murders; and to protect members of the gay community in Chiapas at risk of violence.
