This submission was prepared for the Universal Periodic Review (UPR) of Thailand in November 2021. In it, Amnesty International evaluates the implementation of previous recommendations, including in relation to torture, enforced disappearance, freedom of expression, association and peaceful assembly and refugees. It also assesses the national human rights framework with regard to the aforementioned concerns and on emergency and security powers, the National Human Rights Commission, and the death penalty. With regard to the human rights situation on the ground, Amnesty International also raises concern about repression of dissent, independence of the judiciary and impunity.
