Hong Kong: Missing Truth, Missing Justice

This document sets out the necessity and international legal framework for establishing a commission of inquiry to investigate the widespread human rights violations related to the protests that erupted in 2019. It also makes recommendations regarding the establishment of such a commission, including its composition, power and resources, process and scope of inquiry. Amnesty International believes setting up a commission of inquiry in compliance with international standards is a vital first step towards healing the deep wounds that have been left by the protests. Crucially, an independent investigation will also help restore public order by breaking the cycle of violence.
