Respect, protect, fulfil – Women’s human rights: State responsibility for abuses by ‘non-state actors’

This paper is the official position by Amnesty International on state responsibility for abuses by ‘non-state actors’, based on international standards. It was prepared by the International Secretariat in conjunction with Amnesty International UK for the five year review of governments’ commitments made at the UN Fourth World Conference on Women (Beijing Platform for Action). This review was held in June 2000.
