Between 50 and 100 people were killed and many more wounded when Indonesian security forces opened fire on a group of mourners at Santa Cruz Cemetery in Dili on 12 November 1991. Dozens of others, including US journalists Alan Nairn and Amy Goodman, were beaten during the incident and at least 42 people are reported to have been detained. While the authorities have expressed regret at the deaths and have promised to investigate the killings, they have also attempted to justify the massacre by claiming that the security forces had used force when attacked by rioters. This has been contradicted by eye-witnesses. Amnesty International is calling for an independent and impartial investigation into the killings at Santa Cruz.
