Nigeria: Willingly unable: ICC preliminary examination and Nigeria's failure to address impunity for international crimes

Since 2009, Northeast Nigeria has been the scene of an armed conflict between Boko Haram and the Nigerian security forces, with serious violations of international humanitarian law and human rights law committed on both sides. This report critically assesses the International Criminal Court’s Office of the Prosecutor (OTP) eight-year long preliminary examination into alleged crimes committed in the context of the conflict in northeast Nigeria and the government’s failure to investigate and prosecute alleged perpetrators of crimes under international law. Amnesty International calls on the OTP to open a formal investigation in Nigeria.
