A three-month period of Martial Law was declared after the withdrawal of Iraqi forces from Kuwait on 26 February 1991. Immediately, Kuwaiti government forces and armed civilians began a campaign of arbitrary arrests, torture and killings of suspected collaborators. The victims were mainly non-Kuwaitis: Iraqis, Palestinians, Jordanians, Sudanese, Yemenis, Somalis and stateless Bidun. Many subsequently “disappeared”. These abuses continued until the end of Martial Law (extended until 26 June 1991), gradually dying out in the months that followed. Little effort appears to have been made officially to investigate violations committed during Martial Law. The appendices list the names of those who have “disappeared”, those known to have been detained and those now believed dead.
