This report looks at the Prevention of Terrorism Bill as drafted by the Law Commission primarily in relation to international human rights standards and sounds a warning note. It argues that several provisions of the draft legislation violate international human rights standards and that if enacted, the legislation will facilitate violations of numerous rights which the Government of India is obligated to safeguard.
