Niger: National security too often a justification for human rights violations

Amnesty International Submission to the UN Universal Periodic Review, January – February 2016. Amnesty International is concerned about crimes and human rights violations committed by armed groups, including Al-Qaïda in the Islamic Maghreb (AQIM) and Boko Haram , throughout the country. It is also concerned, however, about Niger’s new law against terrorism, which contains provisions contrary both to international standards and to the Nigerien Constitution.
