Despite steps taken in order to improve human rights standards in Turkey since 2003, Amnesty International still considers that people who have been subjected to serious human rights violations do not have any grounds to believe that the courts or authorities will be able to adequately investigate their case and bring those responsible to justice. The response by the authorities to reports of incidents of torture and ill-treatment perpetrated by members of the security forces has been inadequate. The organization therefore urges the government to follow the recommendations in this document.
