Pain Merchants: Security equipment and its use in torture and other ill-treatment

This report examines the misuse of security equipment used by law enforcement agencies and security services, equipment that ostensibly relies upon the principle of containment through pain or physical restriction. There are serious concerns about the medical effects of this equipment, and about its employment in punishment, torture and other ill-treatment. The report also discusses why the manufacture, use and transfer of security and police technologies needs to be strictly regulated by governments using common criteria based on international human rights and humanitarian standards
