This year, the state host for the 28th Conference of Parties (COP28) of the United Nations Framework Convention on Climate Change is the United Arab Emirates. To have a successful COP28 that takes humanity off the path of climate crisis, the conference requires open civic space for criticism and the free exchange of views. This briefing presents Amnesty International’s concerns about the UAE’s human rights record with recommendations to the UAE government on steps it can take to remedy existing violations and hold COP28 in an environment that respects human rights for all.
