UN Committee on the Rights of Persons with Disabilities: observations on the draft General Comment No. 4 of the Convention on the Rights of Persons with Disabilities

In this submission, Amnesty International informs the general discussion by commenting on key aspects of the right to inclusive education and provides the organization’s main observations regarding specific aspects of the draft General Comment. The submission focuses on the following issues: out of school children with disabilities; access to justice; access to sexuality education; financial barriers to education; opt-out mechanisms; the meaning of “undue burden”; deliberately retrogressive measures; and the use of restraint, seclusion, and aversive interventions.
