In this submission Amnesty International and the International Commission of Jurists address in particular: (A) the relevant knowledge imputable to Contracting Parties at the relevant time; (B) the obligation to investigate and bring to justice the alleged perpetrators of gross violations of Convention Rights; (C) the right to truth; and (D) the right of the general public to know the truth and the application of the State secrets doctrine. These observations supplement, their two third party interventions in the case of Al-Nashiri v Poland, now joined to the present case.
