Togo: Rule of terror

This document is based on the findings of an Amnesty International visit to Togo in 1998. It describes the policy of extrajudicial executions, “disappearances”, arbitrary arrests followed by torture and ill-treatment as well as deaths in custody and unacceptable conditions of detention. It concludes with a number of recommendations to the Togolese government and to other countries, principally France, which is requested to ensure military transfers are not used against civilian populations.
