Migrant workers, including domestic workers, continued to face human rights abuses, including wage theft, harsh working conditions and poor access to redress mechanisms. Qatar and FIFA again failed to provide redress for the vast numbers of migrants abused while working on 2022 World Cup projects. The right to freedom of expression remained curtailed.
