France: At a crossroads: Amnesty International submission for the UN Universal Periodic Review, 29th session of the UPR Working Group, January 2018

Amnesty International is concerned about new laws granting extensive powers of surveillance to the intelligence services, shortcomings in the 2010 law which curtail the applicability of universal jurisdiction, and gaps in law which could facilitate unlawful arms transfers. The organization also raises concerns about the impact on human rights of counter-terrorism measures, restrictions on the right to freedom of expression, lack of protection of the rights of asylum-seekers, refugees and migrants, discrimination against Roma people and transgender people, targeted assassinations in the context of France’s military interventions, and excessive use of force by the police.
