On 7 July 1999 Peru’s Congress voted to withdraw from the jurisdiction of the Inter-American Court of Human Rights. The decision to withdraw is the latest in a series of measures taken over past years by the two governments of President Alberto Fujimori which have had the effect of undermining the rule of law and the protection of human rights.
