This statement by Amnesty International calls on all governments in Latin America to ensure that they uphold the rule of law and that gross human rights violations are fully investigated and the perpetrators brought to justice. Amnesty International is particularly concerned at violations carried out by paramilitary groups operating with official approval, the subversion of due process in military tribunals, violations against human rights defenders, and the introduction of amnesty laws which prevent prosecutions or close investigations.
