Jamaica: Public security reforms and human rights in Jamaica

People in Jamaica’s inner cities have for decades been caught between the reign of fear exercised by criminal gangs and violent policing. Far-reaching reforms to the police and the justice system have begun. As this report shows, these reforms have now reached a critical stage. With political will and commitment, they can help drive forward the changes needed to tackle entrenched human rights problems in the inner cities.
