In order to raise the profile of its mandate on the issue of conscientious objection, AI’s Europe Regional Program is launching a major new public action on the issue in April 1997. The launching of the action coincides with the 53rd session of the United Nations Commission on Human Rights – where the issue of conscientious objection to military service is on the agenda for consideration again next year. This paper highlights the main points to be made by this action.
