Amnesty International’s (AI) concerns in Sudan are described in this report. While welcoming a general amnesty in April 1991, AI remains concerned about more than 60 people still imprisoned. Arbitrary arrest and detention without charge or trial is said to be frequent: political prisoners are reportedly still held incommunicado and AI receives many accounts of ill-treatment and torture. Other concerns include prison conditions, e.g in Kober and Shalla prisons; new laws permitting corporal punishment (including amputation); killings of unarmed civilians; unfair trials, and the death penalty. Violations by the armed opposition SPLA are noted. The appendices list political prisoners known to be in prison in early June 1991, including a list of those in need of medical care.
