Russian Federation: Memorandum to President Dmitry Medvedev

One year since the inauguration of President Dmitry Medvedev, impunity prevails for human rights violations by law enforcement officials and state agents. Freedoms of assembly, expression and association are undermined and racially-motivated attacks result in death. Amnesty International is therefore calling on Dmitry Medvedev to take urgent measures to strengthen the rule of law and to ensure that the authorities of the Russian Federation respect and protect human rights, as required under both Russian legislation and international human rights treaties.
