In this document, Amnesty International and the International Commission of Jurists make submissions on A) knowledge imputable to the Contracting Parties; B) non-refoulement obligations; C) the duty to investigate and other procedural obligations; and D) the human rights violations that detainees previously held in the USA’s secret detention and rendition programs are currently enduring.
