Since 9 November 2000 the Israeli Defence Force (IDF) has pursued a policy of deliberately targeting those alleged to have carried out, or to have planned to carry out, violent attacks against Israelis. The report contains recommendations to the Israeli Government to repeal its policy of targeting for liquidation and not to use lethal force except against those posing an imminent danger to life. The report contains 7 case studies of Palestinians unlawfully killed by the Israeli security forces and examines the Israeli government’s position on the killings and how this fails to measure up to international human rights standards.
