The Council of Europe is considering establishing a Commissioner for Human Rights. This document reviews the strengths and gaps in the present Council of Europe human rights machinery, sets out essential requirements for an effective Commissioner for Human Rights and outlines Ten Principles to guide the establishment of such an office. Amnesty International has submitted these principles to the Council of Europe for immediate consideration.
