This briefing focuses on human rights violations committed by security forces while carrying out the civilian disarmament campaign in the south-east of Jonglei State, during the period of March to August 2012. The briefing concludes that there are insufficient mechanisms to prevent the violations or to hold perpetrators to account, leading to ongoing impunity. It addresses a number of recommendations to the Government of the Republic of South Sudan as well as the UN Mission in South Sudan and donors.
