This report gives evidence of widespread abuse of police powers in West Bengal, including illegal detention, corruption, extortion, and torture and ill-treatment – highlighting several cases which demonstrate these patterns. The report also sets out a series of recommendations for the Government of West Bengal, police officials, judicial officers and members of civil society, to end the practice of torture in the state.
