USA: A deepening stain on US justice

This document explains why Amnesty International deeply regrets that the US administration has continued its preparations for trials by military commissions of those held under the Military Order and the organization will continue to campaign for an end to them. The organization has accepted the administration’s invitation, and is sending an international delegate, to observe the preliminary proceedings during the week of 23 August 2004 in Guantánamo Bay. Amnesty International has called for the Military Order to be rescinded ever since it was signed, on the grounds that it is fundamentally flawed and because trials under its provisions will violate international fair trial standards
