United States of America: Robert Anthony Carter - Juvenile offender scheduled to be executed in Texas
Robert Carter, a black mentally retarded, brain damaged juvenile offender is scheduled to be killed by the state of Texas on 18 May 1998 for a crime he committed when he was 17 years old. In addition to opposition to the use of the death penalty and the treatment of a juvenile offender, AI is also concerned that Robert Carter was poorly represented at his trial. AI urges that Robert Carter, Joseph Cannon and other juvenile offenders be given a review of their cases by the Board of Pardons and Paroles.
