Guatemala: The civil defence patrols re-emerge

This document examines the re-emergence of the civil patrols in Guatemala. Proposals to recompense the members of the patrols for their service as paramilitary civilian militias during Guatemala’s long-term civil conflict have aroused renewed concern in Guatemala both about the impunity these civilian militias have enjoyed for the abuses they committed during the internal armed conflict and at reports of their re-emergence to commit new abuses.
