Agenda for a new United Nations High Commissioner for Human Rights

This report examines some of the expectations surrounding the Office of the High Commissioner for Human Rights, and drawing on the lessons from the past, it addresses some of the immediate challenges facing the interim administration. It also sets out a number of recommendations so that the next High Comissioner might become more effective in the promotion and protection of all human rights worldwide.
