Ecuador: Torture and ill-treatment
Oscar Soto and John Kennedy Garcia Petevi, a Colombian refugee, were detained in Quito on 12 April 1994 and allegedly tortured by police during interrogation. They were reportedly forced to sign self-incriminatory statements and to denounce human rights defenders Sister Elsie Monge, director of CEDHU (Ecumenic Commission of Human Rights), and Dilva Stepp, director of the UN High Commission for Refugees in Ecuador (ACNUR).
