Amnesty International submits this briefing for consideration by the Human Rights Committee in the Committee’s examination of Uzbekistan’s third periodic report on measures taken to implement its obligations under the International Covenant on Civil and Political Rights (ICCPR). Amnesty International believes that at the roots of the concerns highlighted in this briefing lie a deep-seated culture of impunity for human rights violations and a failure by the Uzbekistani authorities to fully guarantee genuine freedom of expression and association as stipulated by the ICCPR.
