Mexico: Torture with impunity: government reactions

Although Amnesty International had not received an official response to the report “Mexico: Torture with impunity” (AMR 41/04/91) by the date of publication of this paper, some Mexican authorities have made public reference to it. On 18 September the Republic Attorney General acknowledged that there were isolated cases of torture in Mexico. He said that abuses by officials under his responsibility would not be tolerated and referred to sanctions against a number of police officers since May 1991. However AI has learned that these sanctions were apparently not for human rights abuses. On 25 September 1991 the National Human Rights Commission issued a special report on latest developments in human rights. A discussion of the report’s conclusions is included here.
