In this submission, Amnesty International provides information under sections C and D as stipulated in the General Guidelines for the Preparation of Information under the Universal Periodic Review. Amnesty International raises concerns in relation to the serious human rights violations following the coup d’état in 2009; the impunity for violations such as the use of excessive force, arbitrary detention and ill-treatment; the lack of efforts to ensure that perpetrators of human rights violations are investigated and brought to justice, and that reparation is provided to victims of violations. The organization also expresses concern in relation to freedom of expression and legal harassment, and the failure of the Honduran authorities to develop a national human rights plan. Amnesty International makes a number of recommendations for action by the government for each of the areas of concern raised.
