We address this open letter to President Santiago Peña to make him aware of Amnesty International’s concerns about the approval in the National Congress of a bill that contravenes the right to freedom of association and would impose serious restrictions on civil society organizations.
Amnesty International urges him to use his constitutional prerogative to respect Paraguay’s human rights commitments by vetoing this bill in its entirety, and publicly and forcefully denouncing the attacks and threats against civil society organizations and human rights defenders.
