Togo: Rule of terror

This document is based on the findings of an Amnesty International visit to Togo in 1998. It describes the policy of extrajudicial executions, « disappearances », arbitrary arrests followed by torture and ill-treatment as well as deaths in custody and unacceptable conditions of detention. It concludes with a number of recommendations to the Togolese government and to other countries, principally France, which is requested to ensure military transfers are not used against civilian populations.
