Duterte\uff09\u8a93\u8981\u6253\u51fb\u72af\u7f6a\u3002\u4e3a\u4e86\u5151\u73b0\u627f\u8bfa\uff0c\u4ed6\u5ba3\u5e03\u8981\u964d\u4f4e\u6700\u4f4e\u5211\u4e8b\u8d23\u4efb\u5e74\u9f84\uff0c\u8fd9\u5f15\u53d1\u4e86\u513f\u7ae5\u6743\u5229\u7ec4\u7ec7\u548c\u5305\u62ec\u8054\u5408\u56fd\u5728\u5185\u7684\u56fd\u9645\u793e\u4f1a\u5e7f\u6cdb\u8c34\u8d23\u3002<\/p>\n<blockquote class=\"quote__text--stacked\">\u5728\u8b66\u5bdf\u5145\u5f53\u6cd5\u5b98\u3001\u966a\u5ba1\u56e2\uff0c\u751a\u81f3\u5dee\u4e0d\u591a\u662f\u523d\u5b50\u624b\u7684\u73af\u5883\u4e2d\uff0c\u8fd9\u4e00\u8349\u6848\u53ef\u80fd\u4f1a\u4f7f\u6743\u529b\u88ab\u8fdb\u4e00\u6b65\u7684\u6ee5\u7528\u3002<\/div>\n<\/blockquote>\n\n<p>\u5728\u8054\u5408\u56fd\u4eba\u6743\u7406\u4e8b\u4f1a\u4e8e2017\u5e745\u67088\u65e5\u5bf9\u83f2\u5f8b\u5bbe\u7684\u4eba\u6743\u72b6\u51b5\u8fdb\u884c\u5ba1\u8bae\u7684\u8fc7\u7a0b\u4e2d\uff0c\u591a\u56fd\u653f\u5e9c\u547c\u5401\u5f53\u5c40\u4e0d\u8981\u964d\u4f4e\u6700\u4f4e\u5211\u4e8b\u8d23\u4efb\u5e74\u9f84\uff0c\u800c\u662f\u786e\u4fdd\u6709\u6548\u6267\u884c2006\u5e74\u901a\u8fc7\u7684\u300a\u5c11\u5e74\u53f8\u6cd5\u4e0e\u798f\u5229\u6cd5\u300b\uff08Juvenile Justice and Welfare Act\uff09\u3002\u76ee\u524d\uff0c\u672a\u6ee115\u5c81\u7684\u513f\u7ae5\u5728\u83f2\u5f8b\u5bbe\u514d\u4e8e\u627f\u62c5\u5211\u4e8b\u8d23\u4efb\uff0c\u4f46\u8981\u4f9d\u7167\u300a\u5c11\u5e74\u53f8\u6cd5\u4e0e\u798f\u5229\u6cd5\u300b\u63a5\u53d7\u653f\u5e9c\u4ecb\u5165\u6559\u80b2\u3002\u8fd9\u9879\u6761\u4f8b\u8003\u8651\u4e86\u8fdd\u6cd5\u513f\u7ae5\u7684\u6700\u5927\u5229\u76ca\uff0c\u5305\u62ec\u4ed6\u4eec\u9700\u8981\u83b7\u5f97\u5145\u5206\u4fdd\u62a4\u3001\u77eb\u6b63\u53ca\u91cd\u56de\u793e\u4f1a\u3002<\/p>\n<p>\u5bf9\u4e8e\u83f2\u5f8b\u5bbe\u53c2\u8bae\u9662\u53ef\u80fd\u6295\u7968\u8d5e\u6210\u5c06\u5211\u4e8b\u8d23\u4efb\u5e74\u9f84\u964d\u81f312\u5c81\uff0c\u56fd\u9645\u7279\u8d66\u7ec4\u7ec7\u8d44\u6df1\u5168\u7403\u8fd0\u4f5c\u4e3b\u4efb<a href=\"https:\/\/twitter.com\/minarp\">\u7c73\u7eb3\u5c14\u00b7\u5e73\u73c0\uff08Minar Pimple\uff09<\/a>\u8868\u793a\uff1a<\/p>\n<p>\u201c\u8fd9\u4e00\u6cd5\u5f8b\u83b7\u5f97\u901a\u8fc7\u7684\u8bdd\u662f\u5f00\u5012\u8f66\u7684\u505a\u6cd5\uff0c\u53ef\u80fd\u4f1a\u62c6\u6563\u5bb6\u5ead\uff0c\u800c\u975e\u51cf\u5c11\u72af\u7f6a\u3002\u6211\u4eec\u4e0d\u8981\u5fd8\u8bb0\uff0c\u6240\u8c13\u7684\u2018\u53cd\u6bd2\u6218\u4e89\u2019\u662f\u4e00\u573a\u7f54\u987e\u540e\u679c\u3001\u9488\u5bf9\u8d2b\u6c11\u53d1\u8d77\u7684\u6218\u4e89\uff0c\u5df2\u4ee4\u5305\u62ec\u513f\u7ae5\u5728\u5185\u7684\u6570\u4e07\u4eba\u4e27\u751f\uff0c\u800c\u8fd9\u9879\u6cd5\u5f8b\u4ea6\u662f\u501f\u6b64\u540d\u4e49\u8d77\u8349\u7684\u3002\u201d<\/p>\n<p>\u201c\u773c\u4e0b\uff0c\u653f\u5e9c\u53c8\u91c7\u53d6\u4e86\u53e6\u4e00\u4e25\u5389\u63aa\u65bd\uff0c\u4e3a\u5211\u4e8b\u6307\u63a7\u513f\u7ae5\u655e\u5f00\u4e86\u5927\u95e8\uff0c\u8fd9\u5176\u4e2d\u5305\u62ec\u4e86\u6d89\u6bd2\u72af\u7f6a\u7684\u3002\u5728\u8b66\u5bdf\u5145\u5f53\u6cd5\u5b98\u3001\u966a\u5ba1\u56e2\uff0c\u751a\u81f3\u5dee\u4e0d\u591a\u662f\u523d\u5b50\u624b\u7684\u73af\u5883\u4e2d\uff0c\u8fd9\u4e00\u8349\u6848\u53ef\u80fd\u4f1a\u4f7f\u6743\u529b\u88ab\u8fdb\u4e00\u6b65\u7684\u6ee5\u7528\u3002\u201d<\/p>\n<p>\u201c\u83f2\u5f8b\u5bbe\u5f53\u5c40\u58f0\u79f0\uff0c\u8be5\u6cd5\u5f8b\u8349\u6848\u610f\u5728\u5bf9\u513f\u7ae5\u5b9e\u65bd\u77eb\u6b63\u3002\u82e5\u771f\u662f\u51fa\u4e8e\u8fd9\u4e00\u76ee\u7684\uff0c\u653f\u5e9c\u5219\u4f1a\u4e13\u6ce8\u4e8e\u5c65\u884c\u5728\u300a\u513f\u7ae5\u6743\u5229\u516c\u7ea6\u300b\u53ca\u73b0\u884c\u9752\u5c11\u5e74\u798f\u5229\u6cd5\u4e0b\u7684\u4e49\u52a1\u3002\u56e0\u6b64\uff0c\u83f2\u5f8b\u5bbe\u53c2\u8bae\u9662\u5e94\u5426\u51b3\u8fd9\u9879\u6781\u5ea6\u5371\u9669\u7684\u6cd5\u6848\u3002\u201d<\/p>\n<p>\u5ef6\u4f38\u9605\u8bfb\uff1a<br
