Israel and the Occupied Territories: Na’il Muhammad ‘Abd al-Rahman Hattat – Administrative detention

The above-named was issued with a 6-month detention order on 18 January 1990. He is an economist from Tulkarem and works as a researcher in economics at the Rural Studies Centre at al-Najah University. The authorities are reported to suspect him of being a member of the al-Fatah faction of the Palestine Liberation Organization (PLO) but none of the evidence against him was disclosed at the appeal hearing. Na’il Hattat has never been administratively detained before; he is currently detained in the Ketziot detention centre. AI cannot yet determine whether he is a prisoner of conscience; the organization is also concerned that Na’il Hattat may not have had an adequate opportunity to challenge his detention order.
