Turkey: The case of Kavala v. Turkey and the need for infringement proceedings under Article 46.4 ECHR

This is a public letter to the Ministers of Foreign Affairs of Council of Europe countries, calling for their support for the initiation of infringement proceedings under Article 46.4 of the European Convention on Human Rights, ahead of the next meeting of the Council of Europe’s Committee of Ministers in March in relation to the ECtHR’s Kavala v Turkey ruling. In addition, the MoFAs are also asked to call for the immediate and unconditional release of imprisoned former leader of the opposition People’s Democratic Party Selahattin Demirtaş, in line with the ECtHR’s ruling in his case which became final in December 2020.
