Hungary: Shrinking Space for Human Rights – Amnesty International Submission for the UN Universal Periodic Review, 39th Session of the UPR Working Group, 1-12 November, 2021

In this submission, Amnesty International evaluates the implementation of recommendations made to Hungary in its previous Universal Periodic Review. The organization also assesses the national human rights framework and the Parliament’s recent measures regarding the restrictive amendments of the Fundamental Law. It raises concerns about the series of laws that aim to limit the rights to respect for family, privacy and dignity, increase restrictions on the freedom of expression, assembly and association, failure to address gender-based discriminations and violence against women. It also refers to some specific human rights challenges that have arisen in the context of the COVID-19 pandemic.
