Nepal: Memorandum to the government

This memorandum is based on the findings of and AI delegation which visited Nepal between 12 and 22 April 1990, during the establishment of the interim government. It followed a period of political unrest in which nationwide demands for political reform were accompanied by persistent reports of widespread human rights violations by the security forces. The memorandum makes recommendations in the following areas: adherence to international standards for human rights protection; detention procedures; treatment of political prisoners; investigation of torture during detention and of killing of demonstrators; accountability of officials responsible for abuses, and compensation for victims of human rights violations.
