Uruguay: Key human rights concerns: Amnesty International Submission to the UN Universal Periodic Review, January – February 2014

In this submission, Amnesty International expresses concern Uruguay has made little progress in reforming the Expiry Law which has led to impunity for past human rights violations. In addition, prison conditions in Uruguay fail to meet international standards. Amnesty International also considers that a law towards ending unsafe abortions may, in practice, become an obstacle for women and girls in accessing legal abortions. The organization is also concerned about the killings of transsexual women and the failure by the authorities to hold those responsible to account.
