Philippines: Quash Conviction for Peaceful Protest

Amnesty International is deeply alarmed by the decision of the Philippines’ Supreme Court to uphold the conviction and imprisonment of activist and reproductive-health advocate Carlos Celdran for allegedly “offending religious feelings”. Amnesty International strongly calls for the conviction to be quashed, and for the government to initiate a review into Article 133 of the country’s Revised Penal Code, a provision which dates back to Spanish colonial times and which, as has been shown in Carlos Celdran’s case, is open to interpretations which are incompatible with the Philippines’ obligations under international human rights law.
