China’s trade in tools of torture and repression

This report focuses on China’s growing manufacture, sale and trade of a wide range of law enforcement equipment. Of particular concern is equipment known as “tools of torture”, intrinsically abusive devices such as electric shock stun batons and neck restraints. Even equipment with a legitimate practical use can sometimes become “tools of repression”. Amnesty International is campaigning for a global ban on the production, use and export of “tools of torture”, and greater regulation of all other law enforcement equipment to remove the risk that it will be used to commit serious human rights violations.
