More than 10 years since Chile was condemned by the Inter-American Court of Human Rights for the wide scope of its military jurisdiction, this concern has yet to be fully addressed. Today, human rights violations committed by the Chilean security forces – such as the excessive use of force by the police – continue to be investigated and punished by military courts. This report analyses eight cases that highlight the obstacles that victims and their families face in Chile today when seeking truth, justice and reparation for human rights violations committed by the police.
